To Obtain a Pennsylvania Registration
1. Your out-of-state title (loan or lease, request title here)
2. Pennsylvania insurance in the name of the registered owner
3. A valid Pennsylvania Driver's license or Pennsylvania State ID
4. Verification of your Vehicle Identification Number (VIN)

You must go to a driver exam center with your current driver's license, Social Security card, Birth Certificate, and two forms of residency in Pennsylvania.
